Where did the owl land? How did this affect the upcoming events?

This question probably refers to chapter 20 of Hoot. In this chapter, the day of the groundbreaking ceremony for the new Mother Paula's All-American House of Pancakes has arrived. Roy and Beatrice come to protest, and many other children from Trace Middle and their parents have come as well. Roy attempts to defy Chuck Muckle, the Vice President of Mother Paula's, by declaring that if the pancake house harms any of the burrowing owls, he will never eat another one of their "stupid pancakes." Chuck Muckle denies the presence of owls on the property. Roy attempts to prove it by showing the pictures that Mullet Fingers took with the digital camera. Unfortunately, Mullet Fingers didn't know how to work the camera, and the only picture he captured of the owls is too blurry to be definitive. Roy is deflated, knowing "he couldn't prove a thing." At that point, Mullet Fingers calls attention to himself, as he is buried in an owl burrow with only his head sticking out. He attempts to scare Chuck Muckle away with a bucket of fake snakes, but it doesn't work. Chuck Muckle then attempts to dig Napoleon out of the ground with the ceremonial shovel, but the children and even "Mother Paula" herself link arms to protect him. Finally, a burrowing owl begins to circle overhead and comes to rest on top of Mullet Fingers's head, proving beyond a doubt that owls do live in the ground on that property. 


The effect this has is that the media investigate and blow the story up into a national scandal for the Mother Paula's company. Chuck Muckle becomes violent after the bird appears, almost choking a reporter. Ultimately, the owls are saved, and the property is left undeveloped.
